Dragon’s Eye is a city of extreme verticality, defined by two distinct, co-existing regions: the Upper City and the Undercity.

The Upper City: The “topsider” view of Dragon’s Eye is one of pristine order and technological wonder. Gleaming spires of brass and white stone pierce the clouds, connected by elegant sky-bridges used by the city’s elite. Magnificent airships dock at massive, glowing towers, and the streets are clean, well-lit by stable Aetherium lamps, and patrolled by the disciplined city guard. This is the world of the wealthy and powerful.

The Undercity: Built within the massive foundational caverns and chasms beneath the Upper City is the Undercity, a sprawling, multi-level shantytown. It is a chaotic and hazardous environment, lit by the eerie glow of bioluminescent fungi, leaking chemical runoff, and salvaged, flickering Aetherium tech. The architecture is ad-hoc, a maze of scrap-metal homes, rickety catwalks, and repurposed industrial pipes. The Undercity is home to the city’s poor, outcast, and forgotten populations, a stark representation of the class divide.
Government and Society
As the seat of the World Government, Dragon’s Eye is the most heavily controlled location in Thaia. A rigid class structure is strictly enforced, with the wealthy living lives of privilege in the spires while the poor toil in the industrial sectors and the Undercity below. This deep-seated inequality has made the city a fertile recruiting ground for The Rising, a revolutionary movement dedicated to overthrowing the established order. The city guard acts as the enforcers of the status quo, while revolutionary cells operate in the shadows of the Undercity.
